Policy Letters – The Leadership Governance Layer
A suite of ten doctrine-based Policy Letters (001–010) that establish command philosophy, CCIR protocol, briefing rhythm, memorandum discipline, reporting criteria, signature authority, and execution control.
These letters give leadership a ready-to-issue governance system that defines authority, removes ambiguity, standardizes command behavior, and creates traceable records for executive, board, audit, and oversight environments.
They are designed to support NDAA-aligned governance, risk visibility, decision discipline, and defensible execution.

Blue Book
The Blue Book translates the 90/10 Doctrine from leadership intent into daily workforce behavior.
It defines how operators are selected, activated, briefed, developed, corrected, and held accountable inside the command system.
The Blue Book establishes standards for battle rhythm participation, safety as command, technology and information discipline, DOE-based reporting ownership, communication behavior, and the LDRSHIP values that govern individual conduct under pressure.
Policy defines the standard. The Blue Book makes the standard live at the workforce level.
