Founder - Joseph J.Rae II
Joseph J. Rae II is a retired U.S. Army Chief Warrant Officer, OH-58D Kiowa Warrior Scout Pilot, CBRN / SERE-C specialist, federal contractor, and FAA Airline Transport Pilot with experience across rotary-wing, fixed-wing, and UAS platforms.

Across military aviation, civil affairs, CBRN operations, federal contracting, and defense-industrial pursuit environments, Rae built and refined the command architecture that became the 90/10 Doctrine.
​
In 2023, he founded Yellow Dog Construction LLC and established Yellow Dog Defense Consulting to commercialize ready-to-activate execution systems for the defense industrial base.
​
Today, Rae serves as President and CEO, leading the company’s mission to install command systems that eliminate drift, enforce ownership, restore tempo, and provide defensible governance under pressure.
Director of Safety & Compliance - Patricia A. Rae
Patricia Rae is a senior safety and operational assurance leader with over 18 years of experience designing, implementing, and enforcing safety systems across construction, transportation, and high-risk operational environments.

At Yellow Dog, she ensures safety is embedded as an execution discipline — not treated as a compliance afterthought.
Director of Risk & Assurance - Jason L. Arispe
Jason Arispe is an executive-level risk and operations leader with more than 27 years of experience in enterprise risk management, operational optimization, claims oversight, and organizational resilience.

At Yellow Dog, he integrates risk visibility into execution and decision frameworks so leaders can identify exposure early, understand tradeoffs, and act deliberately.

Jacob Arispe is a field-proven operations leader with nearly two decades of experience managing complex projects, supervising teams, coordinating suppliers, and driving execution from planning through completion.
