Built on federal contracting, construction, aviation, military leadership, and high-consequence execution experience, The Yellow Dog installs CORE — Command Operating Rhythm & Execution: a proprietary command architecture system powered by the 90/10 Doctrine.
CORE helps senior leaders replace fragmented coordination with clear authority, one operating picture, named ownership, disciplined battle rhythm, decision traceability, risk visibility, evidence tracking, and measurable execution.

Founder - Joseph J. Rae II
Joseph J. Rae II is a retired U.S. Army Chief Warrant Officer, former OH-58D Kiowa Warrior Scout Pilot and Air Mission Commander, CBRNE leader, SERE-C qualified operator, federal contractor, and FAA Airline Transport Pilot with experience spanning military aviation, civil aviation, unmanned systems, coalition operations, federal contracting, and high-consequence execution environments.
Across these environments, Rae repeatedly encountered the same institutional failure pattern: capable organizations losing execution because authority, information, ownership, decisions, evidence, and closure were not governed as one system. Those lessons became the foundation of the 90/10 Doctrine and CORE.
In 2023, he founded Yellow Dog Construction LLC, establishing the operating foundation that now supports The Yellow Dog and CORE — Command Operating Rhythm & Execution.
Today, Rae serves as President / Founder, leading The Yellow Dog’s mission to install command systems that eliminate drift, enforce ownership, restore tempo, create decision traceability, and turn complexity into governed, measurable execution.

Patricia Rae is a senior safety and operational assurance leader with over 18 years of experience designing, implementing, and enforcing safety systems across construction, transportation, and high-risk operational environments.
At The Yellow Dog, she ensures safety is embedded as an execution discipline — not treated as a compliance afterthought.
Director of Risk & Assurance - Jason L. Arispe
Jason Arispe is an executive-level risk and operations leader with more than 27 years of experience in enterprise risk management, operational optimization, claims oversight, and organizational resilience.
At The Yellow Dog, he integrates risk visibility into execution and decision frameworks so leaders can identify exposure early, understand tradeoffs, and act deliberately.

The Yellow Dog operates under Yellow Dog Construction LLC, an established Texas-based federal contractor with demonstrated execution capability, including a five-year U.S. Army Corps of Engineers prime contract awarded for the 2024–2029 period.
That experience provides the operational foundation behind CORE: formal government oversight, compliance discipline, documentation, accountability, regulated execution, and measurable performance.
