The 90/10 Doctrine
The 90/10 Doctrine is not another framework or set of best practices. It is a complete, pre-built command architecture engineered for senior leaders who must deliver tempo under pressure while meeting NDAA-driven requirements for traceability, ownership, and mitigation.
Ninety percent of the system is doctrine-driven and ready to activate immediately.
The remaining ten percent is reserved for your leadership judgment and program-specific variables.
This deliberate division protects executive focus: the system runs on proven structure while leaders concentrate on the high-consequence decisions only they can make.
One Architecture. Five Interlock Pillars
-
Every element of the 90/10 Doctrine works together as a single closed-loop system.
-
The five pillars eliminate organizational drift, enforce disciplined battle rhythm, and convert signals into measurable outcomes at speed.
-
When fully installed, the doctrine replaces coordination paralysis with clear authority, visible ownership, and relentless execution.
90/10 Model
The foundation of the entire system. Ninety percent of the structure, rhythms, reporting standards, decision pathways, and closure mechanisms are pre-built and doctrine-driven. The remaining ten percent is reserved exclusively for leadership-defined variables. This design allows immediate activation without reinventing basic processes, while still preserving the flexibility senior leaders require.
S-Shop Execution Control
Led by the S-3, the S-Shop serves as the central engine of the command. It fuses information from the SSOI, converts it into assigned tasks, tracks progress in real time, and escalates friction before it compounds. The S-Shop ensures nothing important falls between functions or lingers unresolved.
Single Source of Information (SSOI)
The command’s single authoritative operating picture. Every section feeds the SSOI through standardized, structured templates that are deliberately designed for both immediate human readability and seamless AI integration. Every brief draws from it. Every decision traces back to it. These AI-ready templates enable automatic data ingestion, fusion, real-time analytics, predictive risk detection, and intelligent rhythm products — delivering NDAA-compliant operational AI without any additional integration effort.
Disciplined Battle Rhythm
A predictable cadence of command updates that replaces endless meetings with focused execution. The rhythm consists of the Daily Battle Update Brief (BUB), Weekly Command Update Brief (CUB), and Monthly Strategic Decision Brief (SDB). Every operator knows the rhythm, every leader enforces it, and every friction point is surfaced and closed inside it.
DOE (Decision, Ownership, Execution)
The active expression of the doctrine. Every signal, issue, or friction point receives a clear Decision or deliberate deferral. Once decided, a single individual is named as Owner with a visible timeline. That owner then drives Execution to measurable completion, accepted handoff, or documented risk mitigation. “In progress” beyond the agreed timeline is treated as an ownership failure.
